Open tender

Short definition

An open tender (concurso público) is the Public Contracts Code procedure in which any interested party that meets the requirements may submit a tender, after a contract notice is published.

In plain language

It is the open-competition procedure, mandatory when the contract value exceeds the limits for direct award and prior consultation, and it may be chosen for any value. It is advertised in the Diário da República and, above the EU thresholds, also in the Official Journal of the European Union. Tenders are submitted on an electronic platform and evaluated against the award criterion set out in the procurement documents.
