Tender specification

Short definition

The caderno de encargos (tender specification) is the public procurement document that sets out, in numbered articles, the clauses to be included in the contract to be signed.

In plain language

Through it, the contracting authority sets the content of the contract in advance: the subject matter, term, price or base price, the parties' obligations, penalties and, usually, the technical specifications. Bidders submit tenders on the aspects that the specification leaves open to competition. For example, a hospital wishing to contract a virtual reality service describes there what the service must include.

In practice, in an RVer session

Because the headsets belong to RVer, the subject matter is a provision of services. Specifications should describe functions and requirements, not brands.
