Technical specifications

Short definition

Technical specifications are the characteristics required of the goods or services to be contracted, set out in the tender specification in a way that guarantees equal access for bidders and competition.

In plain language

They may be described in terms of performance or functional requirements, or by reference to standards. As a rule, they must not mention a specific brand, manufacturer or product that would favour or exclude companies; where this is unavoidable to describe the subject matter, the reference must be accompanied by the words «or equivalent». For a clinical virtual reality service, they might include, for example, CE marking as a medical device or offline operation.

In practice, in an RVer session

Features a tender specification can request in neutral terms, and which RVer meets: standalone, cable-free headsets that can be worn over prescription glasses, offline operation, kiosk mode and staff control of sessions from a tablet.
